Funding, compliance are sticking points in climate talks

COPENHAGEN — Global climate negotiators struggled to find a path forward Wednesday morning, as protests erupted both inside and outside the Bella Center by activists pushing for a more stringent agreement.
Just as world leaders began converging on Copehagen, dozens of activists started chanting in Bella’s central hall, “Climate! Justice! Reclaim! Power!” before marching outside, where a separate group of protesters tried to push through the security barricades which now surround the conference center. Danish police fired tear gas in retaliation.
Meanwhile, the key questions causing an impasse at the talks–whether major developing countries will agree to binding emission reduction targets that can be independently verified, and how much money rich countries will offer to help poor ones cope with climate change–remained unresolved.
